Network Pricing Working Group
The Network Pricing Working Group Working Group supports the Energy Queensland Customer and Community Council. Together, they help guide decisions that affect customers and communities across Queensland.
The working group focuses on topics linked to network pricing for Ergon Energy Network and Energex. Members discuss current and future pricing issues and industry challenges.
The role and scope of this working group are outlined in the Energy Queensland Customer and Stakeholder Engagement Framework.
Working group scope
Below is a list of topics and issues in scope for the Network Pricing Working Group:
- Tariff Structure Statements (TSSs) - monitoring of current implementation/up-take and future TSSs development
- Network tariff regulations - Australian Energy Regulator tariff related processes and reform issues
- Network tariff assignment arrangements
- Network tariff annual pricing proposals
- Network tariffs and the energy transition - role of network tariffs including balancing statutory obligations with equity and fairness in network tariff design
- Network tariff customer trials, research and insights
Members
Working group members bring a mix of consumer, industry, regulatory and technical experience. Together, they represent a broad range of customer and community views.
Robyn Robinson
Director, Council on the Ageing Queensland
Council on the Ageing Queensland (COTA Qld) represents older people across the state. It works to improve the rights, wellbeing, and future of Queenslanders as they age.
Gavin Dufty
Manager, Policy and Research, St Vincent de Paul Society
St Vincent de Paul Society supports people experiencing hardship. It works with governments and organisations to improve fairness and reduce disadvantage.

Mark Grenning
Independent Member
Mark is an experienced consumer advocate. He has worked with many energy customer councils and brings strong knowledge of consumer needs and energy regulation.
Frank Edwards
Independent Member
Frank has worked in the energy and communications sectors for many years. He brings experience in planning, development, and customer‑focused projects, particularly in regional Queensland.
Neil Horrocks
Independent Member
Neil has over 30 years of experience in the energy industry. He works on new ways to support customer participation and innovation in the energy system.
Mark Carkeet
Independent Member
Mark has worked in the electricity sector for many years. He has advised governments and regulators and brings experience in energy reform and community‑focused projects.
